We the undersigned residents of the United States, draw the attention of the American College of Obstetricians & Gynecologists to the following:

THAT women have the right to choose the location of the births of their babies with the care giver of their choice;

THAT according to the American College of Obstetricians & Gynecologists(ACOG), the risk of uterine rupture in a trial of labor for a woman with one prior low transverse cesarean is less than 1\%. The risk of uterine rupture for a woman with two prior cesareans is slightly higher.

THAT cesarean section can be life-saving with certain complications of pregancy and birth, but wide spread use when its not necessary leads to increased deaths and complications for women and their babies.According to the National Center for Health Statistics the cesarean rate in the United States for 2002 was 26.1\%. This rate is too high!

THAT according to the World Health organization,"Countries with some of the lowest perinatal mortality rates in the world have cesarean rates under 10\%. Clearly there is no justification in any specific region to have more than 10-15\% cesarean births." The United States currently ranks sixteenth in maternal mortality.

WHEREFORE, we request that you change your restrictive VBAC guidelines; specifically the recommendation that an OB and an Anesthesiologist must be on site during the entire length of the labor. This is not an option in many small community hospitals. Many hospitals are no longer allowing VBAC. These recommendations must be changed, they are not evidenced based and they are restrictive to women seeking their right to safe, maternity care.
