Petition to the President of India: Armed Forces (Special Powers) Act, 1958 AFSPA.

His Excellency President of the Republic of India Mr. Abdul Kalam ji,

Sir, this petition is addressed to you, to request you to advise the Government of India to unconditionally remove the draconian and inhuman act Armed Forces (Special Powers) Act, 1958 AFSPA from every part of the country.


A troop of army entering the house breaking the doors!

A troop of army beating up the males in the family!
A troop of army raping the females in the family, young and old, infront of the other family members!
A troop of army arresting any family members without issuing a warrant!
Dead body being found in a hilltop or roadside the next morning!

Honorable President of India, these are not mere imaginations but the daily routine that fellow Manipuris have been experiencing for more than half a decade. In the name of fighting insurgency, a draconian and inhuman act Armed Forces (Special Powers) Act, 1958 has been imposing in the entire North Eastern states and Jammu and Kashmir. The act endows special powers even a non-commission officer can enter a house, search and can arrest without any warrant issue and can even shot on mere suspicions (Section 4, Clause a, b) -- to security forces. No enquiry commission or legal proceedings can be taken up against the armed forces without prior sanction of the Central Government. Enjoying the privileges of the special powers of the Act, security forces have been committing rapes, brutal tortures and murders, massacres and forced disappearances for the last 50 years. Forget other rights, we dont have even the Right to Live.

From the very imposition of the act, we have been fighting against this draconian Act. In this long journey of struggle we experienced of womens historic nude protest (July 15, 2004) and Pebam Chitaranjans self immolation (August 15, 2004) after the brutal rape and killing of Th. Manoroma by the Assam Rifles on 11th July 2004. Demanding immediate repealing of the Act, Irom Chanu Sharmila has been fasting for the last six years (From November, 2000). Mowing down of ten innocent civilians who were waiting for bus at a place called Malom, near Imphal by Assam Rifle personnel on 2nd November 2000 insisted Sharmila to take her firm stand until and unless the act is repeal she will fast unto death.

Instead of addressing peoples genuine demand, both state and central government have been repressing peoples movement against. The Manipuri icon was charged file for attempting to commit suicide and has been living under forced nasal feeding for the last six years in a security ward of Jawaharlal Nehru hospital in Imphal. Neither the media, nor activists, nor relatives were allowed to meet her. She penned down more than nearly hundred poems during this tenure expressing the sufferings of oppressed people. She is one among the 1000 women nominee for Nobel Peace prize in 2005. She wishes to meet other 999 women and would like to share problems and sufferings being faced by the people of the region because of this draconian Act. She firmly believes in non-violent form of protest only through which peace can be restored.

Completing her jail term she was released on 2nd October and arrived at the National capital on 4th Oct 2006. After paying floral tribute to the father of the Nation at Rajghat she continued her struggle at Jantar Mantar without any food and water for three days. On 6th Oct at around 11.45PM Delhi Police (more that 300 police personnel) arrested her and have been keeping at AIIMS. Here at AIIMS, Sharimal is continuing her struggle against AFSPA with forced nasal feeding. Delhi Police do not allow her to join the solidarity group still continuing their relay hunger strike at Jantar Mantar despite their unable to explain why is Sharmila arrested.

Prime Minister appointed a committee headed by Justice Jeevan Reddy to review AFSPA as eyewash in October 2004. The Committee submitted its report in June 2005. Government Of India (GOI) neither responded to the Committee report nor made public.

We, the undersigned demand unconditional removal of AFSPA from every part of the country.

We, the undersigned, consider ourselves citizens of the world and believe THE RIGHT TO LIVE SHOULD NOT BE CURTAIL BY ANYONE. Our action is not based on political motivations, rather concerns for the Rights of our fellow countrymen is in mind.

Dear friend who love democracy and who cares for our rights, it is time for us to go together to fight against such draconian acts. Its no longer to be a problem of North East India and JK, but a challenge for all of us. Lets demand for immediate removal of AFSPA unconditionally and not allow transferring AFSPA to any other forms of draconian acts. Please submit your signature to show your concern.
