反對清拆筷子基社屋之請願:澳門具象徵意義的建築物 Petition against the demolition of the Fai Chi Kei Housing Blo sign now

身為聯合國教科文組織所認可的世遺城市,澳門政府卻打算清拆一座曾榮獲亞太地區建築界最高榮譽的亞洲建築師協會(ARCASIA)金獎、具XX世紀象徵意義的建築物。

筷子基社屋是由葡國建築家Manuel Vicente與設計師Paul Sanmarful於1979年合作設計,其後於1981年建成。這棟建築不但是澳門、更是東南亞地區修建的社會房屋之中最重要的典範之一。

此社屋之修建緣起是當年政府對公共秩序的考慮,透過澳門建築師協會以及在區内工作的建築師們而進行。無可否認,筷子基社屋在建筑質量、國際認可,以及修建過程的經驗都堪為後世借鑑,亦正是包括上述一切在内的因素,令當年政府決定向之頒授榮譽。

也許,這正是為什麽筷子基社屋代表了一項最重要的澳門建築特質:在引進國際建築風格潮流的同時,亦尊重當地風俗習慣(如在公共空間及室内空間的使用方面,於房屋之間設計走廊和過道,或以小型空間區隔來加強通風效果;在公共空間的使用方面,則在兩幢樓房間設計散步走道或長方形廣場作為大花園,這些靈活的解決方案都釋放出更多活動空間,為當地居民的生活增添活力。)

正因於此,這幢建築物為以後的澳門建築師們提供了參考依據,有關此建築的報道在專業雜誌如L'Architecture d'Aujourd'hui以及香港、葡萄牙等地的雜誌刊出之後,亦令八十年代後期的澳門置身於國際建築界版圖。

1995年,筷子基社屋榮獲亞洲建築師協會(ARCASIA)金獎,該獎項屬於亞太地區建築界的最高榮譽,此後亦於里斯本、香港、澳門等地多次展出。2007年更於里斯本舉行的「葡國國際建築三年展」内展出。

最近,政府公佈將會清拆筷子基社屋,這不禁令人對澳門的文化遺產保護狀況提出質疑,本案例不僅有關文化議題,亦涉及衆多的社會以及人類價值觀。據稱筷子基社屋將被一幢高密度的新建高樓取代,這將削弱澳門的公共空間使用,也會損害城市景觀,更會令功利至上的觀念淩駕於講求生活素質、提升公共空間使用的理念。筷子基平民大廈需要被保留,並應結合城市實際情況,以整合性的策略加以修復與翻新。考慮到該地區的人口目前已經相當稠密,因此更應首先對該地區進行認真考察,以便令不同規模及密度的區域互相連接。

保留以及活化筷子基平民大廈,將可令之成爲成功的住宅類型典範,除了住宅與私人空間之外,此大廈設計也能對公共區域產生一系列影響,令之成爲都市的生活場所。

以下簽署者要求不要清拆平民大廈,而應將之加以活化,從而不但令這座曾為澳門帶來建築界寶貴價值的建築物得以重煥生機,亦為澳門這座以世遺城區揚名的文化之城再添聲望。

In a UNESCO world heritage classified city, the government intends to demolish a XX Century emblematic Architecture building, an ARCASIA (Architects Regional Council of Asia) Gold Medal awarded complex, the highest architectural recognition in the Asian territory.

The social housing and public spaces of the FAI CHI KEI building complex, designed by the architect Manuel Vicente in collaboration with architect Paul Sanmarful, was design in 1979 and built in 1981 being the most significant Architectural social housing complex piece in Macao and one of the most important in all southeast Asia

This work resulted from an open and public distribution of architecture commissions, for which the Architects Association of Macau was a consultant institution for the assigning governmental office. The work is internationally recognized, not only through its undeniable architectural quality, but also through the public process by which it was attributed, which covered and included all the architects working in Macao at that time.

These are reasons why the buildings of the FAI CHI KEI social housing represent one of the most relevant features of Macanese architecture, representing a synthesis between an architecture distinctively inserted in the international movements and a strong understanding of local customs and habits (namely at the level of occupation and fruition of the public spaces and indoor solutions, such as galleries and stairways or the small halls among houses naturally ventilated, and in the public space, the Alameda or long square as a large garden between the two blocks or the ingenious solution by which traffic by-passes the blocks inside the built form, from the outside, freeing up space for a retreated body shops that enliven the life of the Alameda/Square).



It is recognized as a reference work by Architects acting and working in the territory of Macau, and has placed Macau on the international map of architecture in the late eighties, after its publication in specialized magazines such as L'Architecture d'Aujourd'hui, among other architecture magazines in Hong Kong and Portugal.

In 1995 the work of FAI CHI KEI Housing complex received the Gold Medal of the ARCASIA (Architects Regional Council of Asia), the most prestigious prize in the region of southwest Asia, and has been shown in numerous exhibitions between Lisbon, Hong Kong and Macau, and recently been exhibited in the Lisbon Architecture Triennial in 2007.

The recent news made public by Government Department, to demolish this work raises the question of the relevance of maintaining a cultural heritage specific to the territory of Macau, which in this case is not only cultural, but also of enormous social and anthropological value. Its replacement by a high-density block, weakening public space and impoverishing the urban landscape in that area of Macau, emphasizes a utilitarian view of the city over a vision of qualifying, or upgrading of public space. The current complex FAI CHI KEI needs to be maintained, and should be rehabilitated visioning an integration strategy according to new urban realities. It would involve a serious study on that area, nowadays extremely congested, in which buildings like this are the reason that still allow the city to connect between the various scales and densities.

The maintenance and the revitalization of the FAI CHI KEI complex, as an example of a successful housing typology are essential. Beyond the private space of the flats and social units, this design has produced a set of significant public areas empowering them as venues and urban life.

The undersigned demand that the building in question should not demolished, but rather rehabilitated, honoring the prestigious title that the city of Macau could boast as a world heritage site, and Macaus Capacity to rehabilitate its most qualified Architectural pieces.

Os edifнcios de Habitaзгo Social e espaзos pъblicos do FAI CHI KEI, da autoria do Arquitecto Manuel Vicente com a colaboraзгo do Arquitecto Paulo Sanmarful, desenhados em 1979 e construнdos em 1981, sгo comprovadamente, a obra de Arquitectura, no domнnio da habitaзгo social, mais importante de Macau e uma das mais importantes, das realizadas no Sйculo XX em todo o sudoeste asiбtico.

Esta obra resultou de uma distribuiзгo de encomendas pъblicas pelo Governo de Macau, atravйs da entгo Associaзгo dos Arquitectos de Macau, pelos arquitectos que, а йpoca, trabalhavam naquele territуrio. Os edifнcios de Habitaзгo Social do FAI CHI KEI representem um dos pontos mais relevantes da arquitectura macaense, fazendo uma sнntese entre uma arquitectura manifestamente inserida nos movimentos internacionais e um forte entendimento dos costumes e usos locais (nomeadamente, ao nнvel da ocupaзгo e fruiзгo dos espaзos colectivos quer interiores, como sejam as galerias e escadas de acesso ou os pequenos бtrios entre as habitaзхes, quer exteriores, como a grande Alameda ajardinada entre os dois blocos ou a engenhosa soluзгo viбria que faz passar o trвnsito sob o construнdo, pelo lado de fora, libertando ainda espaзo para um corpo de lojas recatadas que vкm dar vida а referida Alameda).

Й reconhecida pelos arquitectos que actuam e trabalham no territуrio como uma obra de referкncia, tendo colocado Macau no mapa internacional da Arquitectura em finais dos anos oitenta, atravйs da sua publicaзгo em revistas da especialidade como a LArchitecture d'Aujourd'hui, entre inъmeras outras revistas e livros de arquitectura internacionais e portugueses.

Em 1995 a obra de Habitaзгo do FAI CHI KEI recebeu a Medalha de Ouro da ARCASIA (Architects Regional Council of Asia), o prйmio mais prestigiante da regiгo do sudoeste da Бsia, e foi exposta em inъmeras exposiзхes entre Lisboa, Hong Kong e Macau, tendo sido recentemente exposta na Trienal de Lisboa de 2007.

As notнcias vindas a pъblico em que se dб conta da intenзгo do Governo da RAEM, atravйs do Instituto da Habitaзгo local, de demolir esta obra, coloca a questгo da pertinкncia da manutenзгo de um patrimуnio cultural especнfico ao territуrio de Macau, que, neste caso, nгo й sу cultural. E quando dizemos cultural queremos tambйm dizer social e antropolуgico. A sua substituiзгo por prйdios em altura de alta densidade, ao atrofiar o espaзo pъblico e banalizar a paisagem urbana naquela zona de Macau, acentuaria uma visгo estritamente utilitarista da cidade em detrimento de uma visгo qualificadora, ou de permanente requalificaзгo do espaзo pъblico. Й um facto que, dada a sua idade, o complexo do FAI CHI KEI precisa de ser requalificado, tanto em termos construtivos como na sua integraзгo com as realidades urbanas que se transformaram desde a sua construзгo inicial, quando se apresentava como uma peзa isolada sobre um istmo do Porto Interior. Esta requalificaзгo implicarб um estudo acertado e sйrio sobre uma бrea hoje extremamente congestionada na qual sгo edifнcios como este que ainda permitem que a cidade se ligue entre as suas vбrias escalas e densidades.

Por todas estas razхes й essencial a manutenзгo e a recuperaзгo do complexo do FAI CHI KEI, como um exemplo de uma tipologia de habitaзгo de sucesso, onde, para alйm do espaзo privativo do fogo, foi dada uma atenзгo especial аs бreas pъblicas e semipъblicas potencializando-as como locais de encontro e vida urbana.
