SUBJECT: SECURED AND PROTECTED UNITED STATES OF AMERICA BORDERS, AND ILLEGAL ALIEN ACCOUNTABLITY.

PRESENTED BY: We The People of the United States of America.

WHEREAS the Constitution of the United States is our charter of liberty and enshrines fundamental rights of Americans, including the freedoms of religion, speech, assembly, privacy and petitioning the government to redress of grievances; AND

WHEREAS each of our Nations elected public servants have sworn to defend and uphold the United States Constitution; AND

WHEREAS an infringement of the constitutionally guaranteed rights of any person, under the color of law, is an abuse of power, a breach of the public trust, a misappropriation of public resources, and is beyond the scope of governmental authority; AND

WHEREAS the U.S. Code is our set of governing laws by which all Americans and its government must adhere; AND

WHEREAS U.S. Code Title 8, Chapter 12, Section 1321 - 1330 clearly defines the term Alien, as well as all laws regarding them by Federal law, which includes entering this country without proper documentation and government approval as an illegal act; AND

WHEREAS American dictionaries clearly define the term illegal as: forbidden by law or statute, unlawful, criminal; AND

WHEREAS current open unsecured and unprotected borders, failed national intelligence, faulty national protection, and failed deportation practices present a well documented and serious threat to the United States of America and American citizens safety, health and livelihood; AND

WHEREAS Americans from across the country have enacted resolutions and petitions, lobbying their legislature, speaking out against these government practices and actions, demanding protection, action and accountability from local and federal government;

BE IT RESOLVED that the United States of America government will cease all immigration reform issues until such time as the United States of Americas southern, northern, and port borders are heavily and properly secured from additional unauthorized entry from: illegal aliens, criminals, terrorists, smugglers and cartels, and current illegal immigrants within the United States of America are properly accounted for;

BE IT RESOLVED that the United States of America government reaffirm its strong opposition to breaking federal code of law and acknowledge such laws violated by illegal alien, smuggler and cartels crossing our southern, northern and port borders, but also affirm that any actions to end illegal alien, criminals, terrorists, smuggler and cartels at our nations borders and ports must not be waged at the expense of the fundamental civil liberties, rights, and freedoms of the people of the United States of America per the Constitution and protection laws;

BE IT RESOLVED that the United States of Americas government, having already declared its failed control of the Nations borders, shall place heavy security and proper national protection devises along its borders by whatever means necessary, provided it is constitutional in preserving and supporting American citizens rights and well being, to stop any additional illegal entry, as well as to regain proper control of the United States of Americas borders and protection for the American people;

BE IT RESOLVED that the United States of Americas government which includes our State Representatives and Senators, and United States Representatives and Senators shall continue to monitor the continued security of our nations borders, as well as reevaluate State and Federal provisions which are found to unlawfully aid and abet illegal immigrants on United States soil.

BE IT RESOLVED that any new border security measures of the United States of America should be carefully designed and employed to enhance public safety without infringing on the civil liberties and rights, protection, health and well-being of United States citizens; AND

BE IT RESOLVED that copies of this resolution shall be sent to the President of the United States; the Attorney General of the United States; the Secretary of the Department of Homeland Security; the Governors of each State in the Union; and to each member of the States delegation in Congress and the House.

This Resolution shall take effect immediately upon passage. The provision of this Resolution shall be severable, and if any portion is declared by the courts of competent jurisdiction to be contrary to the Constitutions of the United States of America or States therein, the validity of the remainder of this Resolution shall not be affected thereby.

WHEREAS, it is the uniform practice of the US House of Representative to receive petitions or resolutions from primary assemblies of the people;

WHEREAS, current open unsecured and unprotected borders, failed national intelligence, faulty national protection, and failed deportation practices present a well documented and serious threat to the towns and cities within the United States of America and the American citizens safety, health and livelihood therein;

BE IT RESOLVED that the United States of America government will cease all immigration reform issues until such time as the United States of Americas southern, northern, and port borders are heavily and properly secured from additional unauthorized entry from: illegal aliens, criminals, terrorists, smugglers and cartels, and current illegal immigrants within the United States of America are properly accounted for;

BE IT RESOLVED further by the City of ______________________, that our senators and representatives in the United States Congress reaffirm their strong opposition to breaking federal code of law and acknowledge such laws violated by illegal aliens, criminals, terrorists, smugglers and cartels crossing our southern, northern and port borders, but also affirm that any actions to end illegal alien, smuggler and cartels at our nations borders and ports must not be waged at the expense of the fundamental civil liberties, rights, and freedoms of the people of the United States of America per the Constitution and protection laws;

BE IT RESOLVED further, That the Clerk of the City of _________________ be, and is hereby, instructed to certify to the Clerk of the House of Representatives, under the seal of the City of ____________________, a copy of this resolution and its adoption by the City of ______________________, and that this resolution be entered in the United States Congressional Journal. The copies shall be marked with the word Resolution at the top of the document and contain the authorizing signature of the ________________.

2.) This ending to be used by Country Democratic & Republican Committees.

WHEREAS, U.S. Code Title 8, Chapter 12, Section 1321 - 1330 clearly defines the term Alien, as well as all laws regarding them by Federal law, which includes entering this country without proper documentation and government approval as an illegal act;

BE IT RESOLVED that the United States of Americas government, having already declared its failed control of the Nations borders, shall place heavy security and proper national protection devises along its borders by whatever means necessary, provided it is constitutional in preserving and supporting American citizens rights and well being, to stop any additional illegal entry, as well as to regain proper control of the United States of Americas borders and protection for the American people;

BE IT RESOLVED further that the ___________________ County Democratic or Republican Committee requests that the State Legislature submit this resolution to the U.S. House of Representatives.

3.) This ending is for use by State Legislatures. Please make appropriate changes for your state, which may have an Assembly instead of a House of Representatives.

WHEREAS Jeffersons Manual Section XIX , states that resolutions may be set in place by State Legislatures and of primary assemblies of the people and are received as memorials.
