Subject : Urgent Intervention to stop Corruption in India by approval of Jan Lokpal Bill.

Respected Prime Minister,

BACKGROUND : Today, as India shines and competes with other developing economies, it is also pulled back and questioned on integrity & credibility of government as the corruption in India is something not hidden from the entire world.

View of the World : We keep interacting with lot of foreigners from across various countries. They had two major concerns 10 years back (1) Development in country and political stability and (2) Corruption in the country. Point No. 1 is very well taken care to a certain extent by you and your team of but Point No. 2 Corruption is still a major question mark, especially with scams like 2G, CVC, CWG, Black Money, Adarsh etc coming out in the last few months. The FIIs and International Investors are thinking whether to come to India or explore China, Brazil or Russia. We may soon loose the edge, we as a country have, if no concrete action is taken now.

View of the Indian Citizen : Even, we the citizen of India, feel extremely cheated and betrayed that our hard earned monies paid as taxes to the government is being misused by politicians and the quantum are not lacs and crores but figures that can not be typed in a calculator ! And in our daily lives too we all become victims of corruptions big and small. The role played by Supreme Court and Media in the past one year is commendable, but the need is to take a concrete step to fight the deadly virus of corruption. That step is to implement the Jan Lokpal Bill.

BACKGROUND ON LOKPAL AND JAN LOKPAL BILL : The Lokpal Bill drafted by the government has languished in the Rajya Sabha for 42 years. The first Lokpal Bill was passed in the 4th Lok Sabha in 1969 but could not get through in Rajya Sabha. Subsequently, Lokpal bills were introduced in 1971, 1977, 1985, 1989, 1996, 1998, 2001, 2005 and in 2008. Yet none of these bills were ever passed. This is a big question which has no answer, if you may have, then please do share.

There are serious differences between the draft Lokpal Bill 2010 prepared by the government which still could protect the corrupt politicians and bureaucrats and the Jan Lokpal Bill prepared by the members of this movement representing the Citizen of India, which has received significant public support:

Draft Lokpal Bill 2010
1. Lokpal will have no power to initiate suo moto action or receive complaints of corruption from the general public. It can only probe complaints forwarded by LS Speaker or RS Chairman.
2. Lokpal will only be an Advisory Body. Its part is only limited to forwarding its report to the "Competent Authority"
3. Lokpal will not have any police powers. It can not register FIRs or proceed with criminal investigations.
4. CBI and Lokpal will have no connection with each other.
5. Punishment for corruption will be minimum 6 months and maximum up-to 7 years.

Jan Lokpal Bill
1. Lokpal will have powers to initiate suo moto action or receive complaints of corruption from the general public.
2. Lokpal will be much more than an Advisory Body. It should be granted powers to initiate Prosecution against anyone found guilty.
3. Lokpal will have police powers. To say that it will be able to register FIRs.
4. Lokpal and anti corruption wing of CBI will be one Independent body.
5. The punishment should be minimum 5 years and maximum up-to life imprisonment.
6. Lokpal will not be a monopoly for particular area

REQUEST FROM THE CITIZEN OF INDIA : We, the citizen of India support our Veteran citizen Shri. Anna Hazare who is currently fasting at Jantar Mantar for the cause and we are in our own capacities are participating in the Indian Jasmine revolution either by assembling at a local places to support the cause or by this Petition as we strongly believe, that Freedom from Corruption for the country is more important viz. a viz what we got in 1947 ! It is your choice, whether you would want to be at the helm of it and be compared with Mahatma Gandhi in the years to come or you would want to choose otherwise.

We, the citizen of India, would urge an urgent intervention from your end to see that the Jan Lokpal Bill is implemented in the larger interest of the citizen of India.

We, the citizen of India understand and appreciate the possible pressures on you from various fronts to avoid this bill due to vested interests, but we have faith in you and your integrity and credibility is incomparable. But at the same time, some of us feel that you are forced not to perform at times despite having intent may be due to the nature of a remote control government. Sir, we urge you to help prove ourselves wrong and this could happen by seeing you intervene in this important subject and creating another History in India.

Looking at the recent World Cup Victory of India, where all Indians took to streets to celebrate the United Spirit of India, we sincerely hope that all Indians do not take on to the streets for this important national cause and recreate an Egypt in India.
