IMPORTANT NOTICE TO ALL KNYSNA / SEDGEFIELD RESIDENTS



The purpose of this petition is to reach as many residents of this municipal area as possible, and to get their view on a

very important issue. PLEASE TAKE THE TIME TO READ THIS, AND IF YOU ARE IN AGREEMENT WITH WHAT WE REQUIRE OF YOU, CLICK ON

THE LINK AND ADD YOUR NAME TO THIS petition. (This is not like other petitions that peter out as the "chain" gets broken.

This is our registered petition that is kept in a database, and ALL those who add their name to it will be registered

thereon).



MOST municipalities in RSA are financially disfuntional and bankrupt, services have disintegrated, and corruption and

nepotism is rife.

Do you know what is being decided on in YOUR municipality, concerning your money ?.

Do you know who your ward councillor is - has he ever visited you ?. Do you know what his function is at the municipality ?.

Do you approve of massive salaries - some over R1,000,000 per annum, with huge bonusses paid to officials of the Municipality

?

Is your municipality well run, with minimal waste of YOUR money ?.

Was the recent electricity increase of 40\% + legal - Nersa approved 30.7\% ?

You should have you latest water bill - have you seen how it has shot up ? Why ?



IF YOU ARE IN THE DARK AS FAR AS THE ANSWER TO THESE QUESTIONS GOES, WELCOME TO THE CLUB. MOST RESIDENTS HAVE NO CLUE WHAT IS

HAPPENING IN THE MANAGEMENT OF THEIR TOWN.



THE SUBJECT MATTER :

Residents are expected to engage with the municipality on all matters municipal so as to comply with the Municipal Services

Act requirement of public participation. However, the days of dedicated citizens volunteering their time and effort for free

are over. Municipal meetings are generally during the day which makes it impossible for business people to attend such

meetings. Furthermore, the man in the street knows precious little about municipal law and related matters.



THE UMBUDSMAN :

We believe that the town needs a paid official (call him an Umbudsman) who will have a duty to attend all meetings where the

public are required to attend. It makes common sense for a town representative to become familiar with the workings of

municipality, and to constructively engage with all necessary officials so as to place him/her in a position to be able to

report back to the town on all matters of public interest. Such an "ombudsman" will by necessity have recourse to a financial

sub committee whose task it will be to study financial reports for recommendation back to council, and for summarised easy-

to-understand report back to the public. (Who of you read the 2009/2010 Municipal Budget ?? - if you did, did you understand

it ?? all 70 odd pages of technical financial data ?) The number of people who are able to obtain and understand the

budget is negligible. That means that without proper public participation the budget is passed by council. It is no good

saying that IDP meetings were held around town and all those that attended the meetings were happy with the budget - they

have not read it, did not understand the long term implications thereof, and cannot be said to have participated in it. (The

town central meeting had 3 people attending it. And our future and pockets are affected by what was approved at this

meeting.)



THE FUNDING :

As we are ALL residents, and thus have an interest in transparent and clean governance, with maximum efficiency, NO-ONE

(including council) should have any objection to A FUNDING DRIVE TO FUND THE APPOINTMENT OF SUCH AN OMBUDSMAN independent

and non-political.

At the recent Annual General Meeting of the Knysna Ratepayers Association, a 100\% supported resolution was taken to put such

a funding motion to the municipality for approval and implimentation. This has been done - and is tied up in red tape and

meetings.



PRACTICAL MATTERS :

1. Voluntary contributions have never worked, and are not ongoing and reliable.

2. Municipality has the ability and the existing infrastructure to administer this funding drive on an ongoing basis. A levy

will be collected by municipality, and will be paid over to the legally constituted Knysna Ratepayers Association on a

monthly basis.

3. We suggest that, like the old "fire brigade" levy, a "Residents Ombudsman" levy be raised on all RATES accounts (not

everyone receives an electricity bill, and water accounts reach 1000s of poor who cannot and will not contribute).

4. This Ombudsman will by definition need to have financial reserves at his disposal to call in experts if deemed necessary

(in conjunction with a committee under whose direction he functions). The Audit Committee will be required to work in

conjunction with this official.

5. The R20.00 per month Levy : All those who apply NOT to pay the levy due to proved poverty level can be exempt. Old age

and social pensioners can be exempt.

As this appeal is directed to ratepayers, this should exclude the poor.



THE ALTERNATIVE :

Without funding on a regular basis, such an Umbudsman, who will be there to look after YOUR town, will NOT be employed. You

will have no independent person looking after your interests. You will have to take what comes your way - good or bad. Our

municipality is not yet disfuntional, like most others in RSA. We would like to ensure that it remains that way, and improves

its service to you free of corruption, nepotism and wastefull expenditure.
