Revitalization of Village Residential Area

"Main Street redevelopment is crucial to the success of our community; however, the Village of Liberty Government can do more to ensure that our side streets and residential area are restored and habitable.

Affordable housing is a county-wide concern. In the Village of Liberty we have a premier opportunity to take the lead and ensure that every potential homebuyer is aware and educated on the various support systems in place by the Federal and State government to offer low-interest loans to needy home buyers. Additionally the Government of the Village can and should do more to assist existing homeowners secure resources to rehabilitate and upgrade their homes.

As was recorded in the Sullivan County Planning Division's 20/20 County wide survey, fair and decent workforce housing is severely lacking in Sullivan County. Often our most fragile families are forced into sub-standard living conditions. This is an area where the village can do more and work in tandem with landlords and renters to ensure a higher quality and standard of living in the village.

As your village trustee I will take the lead and do the outreach and work necessary to make this a reality for my neighbors in the Village of Liberty."

Creation of Economic and Educational Opportunities

"As Village Trustee I will work diligently to attract jobs that offer a living wage. Often businesses receive various tax incentives and create low-wage jobs that exploit their workers. These same workers are unable to afford the cost of living or the health insurances that their employers offered, in the final analysis; many of these businesses are subsidized by taxpayer dollars, placing an unnecessary burden on county resources. Our Village government can be selective and invite quality businesses that will invest in Liberty's future and our youth-- by giving them a reason to remain residents of Liberty.

The Village of Liberty is home to the Sullivan BOCES Administration office, yet there are no courses offered in Adult Education, Career Development, GED or ESOL. The Village of Liberty is perfectly positioned to host a satellite site for the Sullivan County Community College. As a Village Trustee I will work to utilize the unused resources of our educational institutions to retool, retrain and upgrade the workforce and be sure that our neighbors have the competitive edge to succeed in today's demanding workplace.

As your Village Trustee I will work diligently to ensure that Liberty truly is a beautiful and affordable place to live, work and raise a family."

Douglas A. Bowman is married to Brenda Bowman and has been a resident of the Village of Liberty since 1991

Doug joined the Pennsylvania Army National Guard in 1976 where he served for a period of 3 years. He later joined the U.S. Army's 82nd Airborne for 3 years.

Currently Douglas Bowman has been employed by the Sullivan County Adult Care Center Dietary Department since his arrival to Sullivan County in 1991. Mr. Bowman has proudly and boldly served the workers of the county as Chief Shop Steward for Teamsters Local 445 over the last 13 years. He has successfully assisted in the negotiations of three county contracts placing the need of working families first in Sullivan County. His stealth approach to Management/Labor actions is reflective in the results of 135 or more successfully resolved hearings without any employee terminations.

Additionally, he serves the community working as a youth advocate with the Youth Advocate Program of Sullivan County. In this capacity Mr. Bowman intervenes in the lives of young people and their families to avoid the collision course many of them are on with local law enforcement agencies. The lives of young people have long been a priority for Doug; he has voluntarily worked with Liberty youth in formal and informal capacities.

At the heart of Doug's commitment to his family and community is his service to God as a Deacon. This work is the cornerstone of his spiritual foundation and began at the Friendship Baptist Church in Ferndale, NY. Presently his ministry is continued at the Christ Ministry Baptist Church in Ellenville, NY. Doug feels his role as Deacon goes beyond denomination or religious doctrine and must extend to embrace the entire human race; his hard work as a deacon is a testament to this.

Doug is an active member of the Liberty Democratic Committee and a founding member of Sullivan County's first Black and Latino Democratic Committee. As a committee person Doug has worked on various local, state and national campaigns. Doug has been a life-long Democrat and firmly believes in the principals and the possibilities of the Democratic Party.

Doug is a college student at the Newburgh Bible Institute and the Matthew Bible Institute and is currently working on an Associates Degree in Theology. Doug is a Master Chef and received his education at the Philadelphia Restaurant School and the Culinary Institute of America.
