Canadians Against Disability Lump Sum Payment for Injured Canadian Forces Personnel sign now


This petition is open to ALL Canadian citizens in support of serving CF Members, veterans and their families.

This petition is organized to respectfully request the Prime Minister of Canada and the Minister of Veterans Affairs to terminate the Veterans disability and death lump sum payment. We request a return to monthly lifelong disability payments as under the Pension Act. Such monthly pensions also be reinstated forthwith to all injured CF members, veterans and surviving family now under the jurisdiction of the New Veteran Charter (NVC), effective 01 April 2006.

This petition is in reference to June 2010 40th Parliament, 3rd session report of the Standing Committee on Veterans Affairs titled: A Timely Tune-up for the Living New Veterans Charter. For seriously disabled veterans, Parliament noted the NVC including the lump sum "is a distinct step backwards".

The purpose of this Disability Award and the Pension Act monthly payments (which the award replaced), is to provide compensation for pain and suffering resulting from wounds, injuries, diseases or death that are service-related or aggravated by service. It may be paid to a military member who is still active, to a Veteran or to surviving family. It is calculated on the basis of degree of disability from 0\% to 100\%, multiplied by the maximum amount established for the award which in 2010 is $276,079.70 and for the monthly pension is $2397.83

All independent witnesses who testified before Parliament, including the Veterans Ombudsman, unanimously called for an end to the lump sum in its current form.

As all federal political parties have recognized that the New Veterans Charter is an evolving document, this is but one of the first steps to correct the unjustifiable shortcomings of this most important legislation. Canada must remember with more than words and honour military sacrifice more often than once a year or with a one-time lump sum.

Nous demandons de rйtablir la pension mensuelle а vie aux militaires blessйs comme mode dindemnisation en vertu de la Loi sur les pensions. Que de telles pensions mensuelles soient йgalement rйtablie sur-le-champ а tous les membres des FC blessйs, aux anciens combattants et aux familles survivantes maintenant sous la juridiction de la nouvelle charte des anciens combattants (NCAC), en vigueur le 1er avril 2006.

Cette pйtition fait rйfйrence au rapport de la 40e lйgislature, 3e session, de juin 2010 du Comitй permanent des anciens combattants intitulйe "La nouvelle charte vivante des anciens combattants а l'heure de la mise au point". Pour les vйtйrans souffrant dincapacitйs sйvиres, le Parlement a observй que la NCAC incluant le montant forfйtaire "est un pas en arriиre indйniable ".

L'objectif de l'indemnitй d'invaliditй et des versements mensuels en vertu de la Loi sur les pensions (que l'indemnitй a remplacйs) est de compenser la douleur et la souffrance dues а une blessure, а un traumatisme, а une maladie ou а une mort liйe au service ou aggravйe par le service. Ils peuvent кtre versйs au militaire qui demeure actif autant qu'au vйtйran ou а la famille survivante. Ils sont calculйs en fonction du degrй d'invaliditй entre 0\% et 100\%, multipliй par le montant maximal йtabli а 276 079,70$ pour l'indemnitй en 2010 et а $2397,83 pour la pension mensuelle.

Tous les tйmoins indйpendants qui sont venus offrir leurs tйmoignages, incluant l'ombudsman des vйtйrans, ont demandй а l'unanimitй de mettre fin au montant forfйtaire sous sa forme actuelle.

Comme tous les partis politiques ont reconnu que la nouvelle Charte des anciens combattants est un document en йvolution, ceci n'est qu'une des premiиres йtapes pour corriger les points faibles injustifiables de cette trиs importante lйgislation. Le Canada doit 'se souvenir ' avec plus que des mots et honorer les sacrifices militaires plus souvent qu'une fois par annйe ou avec un montant forfйtaire unique.
