Call for mandatory parenting courses for any Australian citizen interested in having children sign now

To: The honourable Speaker and members of the Australian House of Representatives

Over the many years our country has developed a crisis with ante-social behaviour. Statistics have shown the rate of child abuse and neglect has risen, and little options are available to the children who are in need. At this time there are an estimated 100,000 children living in unsafe households. Without the aid of institutions since they were phased out and foster families been few and far in between that meet the criteria (and dont turn out to be child abusers themselves), the government have therefore set the bar low on what is required of parents on how they choose to raise their children and often enough children are placed back in the care of their irresponsible parents who are unwilling to change. When a child is born in a family of violence, drug and alcohol abuse and poor choices they grow up struggling to find themselves a place in this world. With lack of support and parental responsibility and expectations they will often fall by the wayside. Becoming delinquent teenagers who delve in drugs, alcohol, and build themselves a bad reputation with violence, theft, burglary, sexual assault all before they are well aware and capable of making well thought out decisions as science has shown us .
The final portion of the brain to mature is the front of the brain, largely dominated by the prefrontal cortex. This section of the brain, termed the "area of sober second thought," is responsible for rational, executive brain functions (Wallis, 2004, p. 61). Such skills as organizing thoughts, weighing consequences, assuming responsibility, and interpreting emotions are developed during the growth, pruning, and myelinisation of the front part of the brain. This is the last area of the brain to mature and is thought to develop well into the 20s. It is also thought to be particularly sensitive to environmental stimuli, adding credence to the influences of life skills training, increased opportunity for problem solving, gradual acquisition of responsibilities, and even growth in such areas as the appreciation of fine music and enhanced motor skills (Spano, 2003). Researchers have now postulated that development of formal operational thinking, originating in the prefrontal cortex, may progress well into adulthood. "Neo-Piagetian" theorists contend that about one-half of adolescents remain in concrete operational thinking or in a transitional phase, leading to new developmental implications and practical application of cognitive theory (Sutherland, 1999, p. 286). Children raised in troublesome households where their parents dont put the wellbeing of their children first and be attentive and aide their children as they grow and learn throughout life grow up to be poor decision makers with a lack of intellect and initiative due to their poor education and will only have children themselves with the same issues. Its a vicious cycle that needs to be prevented. In society we have introduced effective contraception methods, pregnancy termination, and even had sex education taught at our schools but this cycle of bogan breeding is ongoing and only getting worse. Surely we can all agree the last thing we want is a rise in teenage pregnancy and more and more families dependent on government payments.
If we do indeed put these safeguards in place (as written below) our future as a Nation will be vastly improved, with a lower crime rate given that children are raised well and education is surely provided to each child because no child should have to go without one.

This petition is a request to consider making some changes to our law such as:
Mandatory parenting course for any want-to-be persons looking to have a child. If completed to the satisfaction of the department of human services, a pregnancy licence will be issued.
The would-be parents who pass the course should still be well informed of support services that are there should they need future assistance and help.
If a woman falls pregnant without attending the course she and her partner (if she has a partner) must participate in the course.
Should someone not reach the expected requirements then they should expect a social worker to keep an eye on them and help provide them with assistance if they choose to have the baby until such time they have proven themselves to be capable responsible parents with their priorities in order.
