Bring back the pristine glory of the Right to Information Act, 2005 sign now

Respected Sir,

Please permit me to express the distress and agony being felt by many of us who are just the ordinary citizens, who were bequeathed the democracy-in-action at their door steps through the enactment of Right to Information Act, 2005, by recalling an interesting anecdote which I came across during my school going age. The story describes a King, who once thought of having a grand banquet with the citizenry and accordingly the citizenry were invited to the Bhoj. However, suddenly while the banquet was in full swing, it transpired to the King that this Bhoj besides bringing him accolades is also uncovering a number of unsavory deeds of his administration, as the citizenry is having the opportunity to have a free mingling with his confidants during informal chats that were going on during the Bhoj and hence he suddenly changed his mind and when the banquet was in full swing half way, he ordered that all those citizens who were there as his honored guests should leave from the scene, without even finish their food.

Sir, the same way, we are act to wonder that is not the present twists that are being experienced with the Right to Information Act, 2005; some times in the name of the amendments and some times in the name of circular, in the guise of clarifications etc.; not going the same way as that of the King ordering the citizenry to leave the banquet Half way without completing the meals?

When the Right to Information Act, 2005, was enacted, the Government under your leadership has not only accepted the participatory role of the citizenry to check the corruption in the government, but is also regularly propagating as an important democratic instrument given in the hands of the citizenry, through its own electronic media. However, unfortunately, now when it has started bringing to light the corrupt practices, rampant in various departments/ public authorities, which were hitherto being kept under wraps, a strong pressure of lobbying has started building to bring-in restriction on such fundamental rights of citizenry to know, and in this way the first and foremost affected department that is the Directorates of Income Tax (Investigation) which is virtually responsible for running a parallel economy controlled by the black money circulation, has been placed out of the preview of the RTI Act, meaning thereby a free play for the black money lords, being the Big Tax Evaders.

Similarly the recent circular issued on 27/04/2010 by DoPT, prohibiting the sharing of the Information received from other Public Authority in the guise of third party information, is akin to administering the injection of anesthesia to send the very Right to Information Act, 2005 itself into coma, and not only that the government is further bent upon to give it a final burial by bringing in the proposed amendment in the law to deny the information under the garb and pretext of the alleged vexatious and frivolous applications. This way the Government is planned to kill the very essence and efficacy of the Right to Information Act, 2005.

I hope you will please excuse me for requesting you not to get entrapped with the black money lobbies and would correct all the aforesaid wrongs that has been wittingly or unwittingly done and will not only bring back the pristine glory of the Right to Information Act, 2005, in its original forms, but also add some more teeth to it to make it more effective.
