RE: Appeal by Non- Resident Nepali (NRN) and Person of Nepali Origins ( PONOS).

Dear Sirs/ Madam:

We undersigned NRN and PONOS respectfully submit the following for an immediate action and implementation by the concerned authorities as stated above.

1. Nepali diasporas of North America took an active part for the cause of peace and democracy in Nepal during direct and autocratic rule for King Gyanendra. Diaspora acted actively in favor of fundamental human
rights, civil liberty and full democracy of Nepali citizen by forming various democratic forum , organizing symposium on democracy in
Washington Dc, writing article in foreign and Nepali press , organizing radio talk show, lobbying US house of representative and senators and
providing visiting Nepali political party leaders.

This was done in an organized manner out of love for the country and because Nepali diasporas felt a visceral need to reconnect with the
plight of fellow Nepali within the country. Nepali diasporas could not remain a bystander; instead they felt they had to act in favor of peace
and democracy in Nepal.

Due to unprecedented, and steadfast refusal of Nepali citizen to bow down to King Gyanendra's autocratic rule, Democratic system of
governance is now restored in Nepal. Nepali diasporas of North America welcomes this wholeheartedly. To remain connected with affairs of Nepal
in future, Nepali Diapsora suggests the following be included in new constitution of Nepal. Here are our suggestions to immediately implement the following by a Resolution of the House of Representative, by a Cabinet decision of the Government of Nepal and by inclusion in the Interim Constitution of Nepal.

1 Provide a legal framework and recognize the Non Resident Nepali (NRN) and Persons of Nepali Origins (PNOs are foreign citizen of Nepali orgin) who are residing outside SARC countries, as a legal entity within the governance of Nepal. This will give a legal framework for NRN and PONOS to work in and outside Nepal in an institutional basis.

2. Let people of Nepali origin retain their Nepali citizenship even if they obtained citizenship of adopted country. In a globalized world this
has been the norm rather than the exception. Among SAARC country, Pakistan, Sri Lanka and Bangladesh have provided full dual citizenship to their Non resident citizens. In India they have declared non
resident Indian as overseas citizen of India. Government hasestablished a high level department to look after the affairs of NRI.

3. Establish a ministerial level department to look after NRN and PONOS's affair in Nepal.

4. Appoint an Ambassador- at-Large" person to coordinate the affairs of
NRN and PONOS and newly formed department of NRN and PONOS within Nepali government and establish at least one full time overseas office to fully work on issues of NRN and PONOS.

5. Inclusion of NRN as participant in Constituent Assembly and the drafting of the New Constitution of Nepal.

We think it is time Nepal looked into this matter more seriously. The social, cultural and economic ramifications of this arrangement will be enormous and positive. This will reconnect and include Nepali diasporas to affairs of Nepal in her future development more intimately and with
positive outcome.

NRN and PONOS will work in close cooperation with Nepali government.
